3/13 VICTORIA, Texas
Sally Blackwell, 53, was reported missing after she didn't show up for work. A family member said her stepmother had spoken of threats she'd received as a program director for Child Protective Services and that she was scared for her life. According to a spokesman for the state Department of Family and Protective Services, a March 8 incident involved a couple who came in to the office and asked to speak to Blackwell. "The two people raised their voices and eventually left," he said. "They made some disparaging remarks about Sally, I don't know if it could be actually described as a threat. It did cause the people here in the office to remind all employees about security." Police discovered the her over a barbed wire fence near a county road into a rose hedge. Autopsy results showed that she had been strangled. There are other leads in the case aside from clients.
